receiving payment from another country via offline merchant account?

I got someone interested in a item of mine on ebay but is only willing to pay by offline merchant account and he has offered me a great price.. the thing is i dont know what a offline merchant account is. Could you please explain how this works and how i go about setting up an account.

What Bank Has The Best Service For Merchant Acct / Receiving Credit Card Payments?

I also ready have the CyberSource processor set up on my website, but need a bank to establish the merchant account for the funds to go into… Wells Fargo has a 3 yr contract with pretty steep fees… what else do you recommend?
