Can merchants require use of PIN number for any & all debit or credit card transactions?

I am considering starting a retail business in which I would have high volume in credit/debit card transactions. Fraud and the related chargebacks are a big concern for me. When I set up merchant accounts with Visa, Mastercard, etc. – is it possible to have the PIN number required on all transactions, whether debit or credit? I would like to completely eliminate the possibility of a credit or debit card being swiped and approved UNLESS the correct PIN is entered by the consumer in possession of the card. I believe that each and every credit/debit card has a PIN associated with it.
All (non-proprietrary) credit cards can be used for cash advances from an ATM. To do so requires the credit card PIN. Therefore, I believe all credit cards have a PIN associated with them.

How can I get a merchants account with bad credit?

I just recently started a new business and I need to be able to accept credit cards (preferably electronic fund transfer included). However, I have extremely poor credit and I am wondering if there is some way to still get some sort of merchants account. Any suggestions?

How long does it take for the merchant’s account to get credited for a customer’s visa transaction?

If the corner gas station say charges me $3 for a cheeseburger and I use my visa card, at what point does the gas station’s account actually get credited for the $3? How long is the delay?

Where can I find people or merchants to join a new merchant account provider?

I know it’s hard to trust a new company. Especially when theres money involve. But I don’t know whre to find these people. Is there a site whre I can find them? I tried chat but they ignore me and boot me because of yahoos terms and conditions. Thank you in advance for your answers
